In 1974, Mr. Mitchell’s vision of an exceptional planned community began. In 1997, that vision led Claude Hunter and his family to move to The Woodlands. Later that year The Woodlands Corporation was sold to a joint partnership. Claude immediately felt obligated to become a full time volunteer serving residents. Since 1997 he has worked tirelessly towards achieving a local government that can prevent annexation by Houston or Conroe and allow residents to elect all who govern The Woodlands. To achieve he understands that it is necessary that we abide by all terms of our enabling legislation and agreements.


In  1999, The Woodlands Association recognized Claude as Outstanding Volunteer for service with Covenant Administration. In 2000, he was elected Director and Vice President of The Woodlands Association. He has continuously represented residents on essentially all committees and boards that comprise our local governance. For thirteen years he has worked to bring the two resident associations together. Examples of key Issues include significant improvements in law enforcement and fire service, lowering cost for quality services, planning and implementing our new governance, improving mobility and many other aspects. Claude is a graduate of The University of Texas (Mechanical Engineer), of Leadership Montgomery County and of The Montgomery County Sheriff’s Citizen Academy.


As a native Houstonian, Claude knew annexation was not our best option. In 1999 he began evaluation and facilitation of opportunities for self governance of The Woodlands. Claude was a charter leader of a process to explore options, seek public input and implement a governance plan based on that input. In 2004, Claude was privileged to represent residents on the Governance Steering Committee. In 2007, he actively supported legislation that allowed us to create our own governance. In November 2007, voters overwhelmingly approved creation of The Woodlands Township to include all areas of The Woodlands. Transitioning from our previous complicated governance with 39 total appointed or elected Community Association Director and Town Center Director positions to a simpler and more cost effective governance with seven at-large elected Directors continues requires experienced Directors who clearly understand and can economically complete remaining tasks.


Claude seeks your support to allow him to continue to carry out the will of the majority and to make our present and future governance an overwhelming success. He commits to starting a resident involvement process as soon as possible to identify costs of incorporation or other options and to begin preliminary planning prior to the residents voting to form our permanent government as soon as allowed by existing laws and agreements with neighboring cities.
